奥州市観光物産協会（菊池達哉会長）は、来日外国人観光客の増加を踏まえ、海外向けのプロモーションに本腰を入れる。宣伝活動の前段として市内に在住または勤務する外国人を対象にしたバスツアーを複数回開催。同協会は「市内の外国出身者が身近な名所旧跡を巡り、奥州の歴史文化の一端に理解を深めることで、海外への情報発信のヒントを得たい」としている。

　2020（平成32）年の東京五輪へ向け、全国的に外国人観光客の増加が予想される。奥州市内では国際リニアコライダー（ＩＬＣ）誘致後の国際化を視野に入れ、「外国人が暮らしやすいまちづくり」も急務になっている。
　同協会は、海外への情報発信の一環で「市在住等外国人バスツアー」を市と共催。広大な奥州を東西南北に分け、年度内に複数回の実施を見込む。このほど行われた初回のツアーには、国外出身者ら10人が参加。水沢〜江刺方面の寺院と観光施設を巡った。
　水沢区大手町の市立後藤新平記念館（高橋力館長）では、先見の政治家後藤新平（１８５７〜１９２９）の足跡と偉業に触れた。「業績の数々は、現代社会の発展につながっている」と高橋館長。英語通訳を介して苦学した医学校時代、「大風呂敷」と言われた東京市長時代など71年の生涯を端的に伝えた。
　一行は江刺区のえさし藤原の郷、水沢区の古刹・正法寺と黒石寺も訪問。同区在住でルーマニア出身のシェルバン・ヨネラ・クリスチーナさん（27）は「来日10年になるが、初めて訪れる場所ばかり。奥州の歴史文化に触れるいい機会になった」と話した。
　第２弾ツアーは、秋ごろの開催を予定。同協会は参加者の意見を踏まえ、外国人観光客への「おもてなし」の方策、ホームページの多言語化などを進めるという。

　素粒子実験施設・国際リニアコライダー（ＩＬＣ）の誘致計画を広くＰＲしようと、市ＩＬＣ推進室はＪＲ水沢駅と水沢江刺駅に飾られている南部風鈴の一部に「ＩＬＣかるた」を記した短冊を取り付けた。
　ＩＬＣかるたは、茨城県つくば市の高エネルギー加速器研究機構（ＫＥＫ）が発刊する広報紙「ＩＬＣ通信」の紙上で、読み札部分を一般公募。「わっ！と驚く実験結果」「衝突で宇宙の起源解き明かす」「お茶のみで素粒子話題のじじとばば」など、ユニークな作品が並ぶ。
　ＫＥＫに作品使用の許可を得た同推進室は、短冊を５００枚用意。既に取り付けていた風鈴短冊の一部を交換した。同推進室の朝日田倫明室長は「両駅の風鈴は夏の風物詩。特にも県外の観光客やビジネス客の目に留まるので、そこに着目した」と話す。
　８月３１日まで飾り付けられ、乗降客らの耳と目を楽しませる。

"Nanbu Tekki Iron Bells for ILC PR"

To build awareness of the ILC project, Oshu ILC Promotion Division attached strips of paper with ILC “karuta” messages on them to some of the Nanbu tekki iron bells decorating JR Mizusawa station and Mizusawa-Esashi station.

KEK`s newsletter “ILC Tsushin” opened up the verse side (Yomifuda) of the ILC karuta cards to submissions from the public. The winners were unique verses like “Experiment Results Make you Go Whoa!” “Collisions Shed Light on the Beginning of the Universe” and “An Old Man and Lady Talking Elementary Particles at Teatime.”

The division got permission to adapt KEK`s ILC karuta created 500 paper strips, and replaced these with some of the Nanbu tekki bells` strips. Director Asahida of Oshu ILC Promotion Division commented that “The bells at both stations are a summer tradition. Especially those here on business or for sightseeing from outside the prefecture look at the bells, which caught my attention.”

The bells will stay up to delight the eyes and ears of passengers until August 31st.

　胆江地区を訪れた人たちに地域の魅力を発信しようと、奥州・金ケ崎観光ガイドタクシー運営委員会（小野幸宣委員長）は「観光ガイドタクシー乗務員」の養成を進めている。いわて国体開催や国際リニアコライダー（ＩＬＣ）誘致に伴い、タクシー乗務員は今後、これら大型事業に関わる県外、国外の来訪者と接する場面が多くなると予想される。地域の魅力発信や心地よい接客が実現できるよう、業界が一丸となり研修を重ねている。


　同運営委は、県タクシー胆江支部が今年４月に立ち上げた。１０月まで３回行われる研修や講義を受けた乗務員は、観光ガイドタクシー乗務員としての認定される。
　運営委発足後、初の研修会がこのほど水沢区内で開かれ、胆江地区のタクシー会社６社から３４人が参加。水沢区内の観光名所や市内の物産に関する知識のほか、接客技術も学んだ。
　接客技術は、オフィス円香＝青森県八戸市＝の大坂彰子代表が解説。初めてその土地を訪れる人は、期待と不安を抱えているといい、乗客の表情から「何を求めているか」をいかに早く察知できるかが重要になるという。
　大坂代表は「地方の観光ガイドに求められているのは、接遇とその土地ならではの魅力を伝える能力」とアドバイス。「乗客の不安を安堵に変えて、さらに感動できる接客を目指してほしい」と説いた。
　同運営委の高橋十一事務局長は「国体開催やＩＬＣの誘致で、今まで以上の乗客増加が期待できる。『この地域のタクシーはいいね』と言われるよう、接客技術や観光地の知識などを復習してほしい」と期待していた。

"More Visitors From National Sports Festival, ILC (Training for Tanko Area Taxi Drivers)"

So as to relay the charms of the area to visitors of Tanko area, the Oshu-Kanegasaki Tourist Guide Taxi Steering Committee (President Yukinobu Ono) is conducting training for tourist guide taxi drivers. Taxi drivers are expected to have more chances in the future to interact with visitors from within and without the country due to large scale projects and events like the ILC and Iwate`s hosting of the National Sports Festival. The business world is coming together to train for pleasant customer service and to promote local charms to the world.


The committee was formed April this year by the Tanko branch of the Iwate Taxi Association. The drivers who undergo the three part training and lecture series by October will be certified as tourist guide taxi drivers.

The first training was held in Mizusawa recently after the committee was set up, with 34 people from six taxi companies in Tanko area participating. The participants learned about well-known tourist destinations in Mizusawa and local products, as well as customer service techniques.

Ms. Akiko Osawa of Office Madoka in Hachinohe, Aomori explained about customer service techniques: People who come to a place for the first time have hopes and worries, and it`s important to quickly sense from the customer what she or she wants.

Ms. Osawa advised that “What is required of local tourist guides is customer service ability and the ability to convey what is special about that area…I want you to aim for service that changes the anxieties of passengers to relief, and then to being moved.”

Mr. Juichi Takahashi, the executive director of the steering committee, said that “We can expect to have an increase of passengers because of the National Sports Festival and the ILC. I`d like everyone to review customer service techniques and knowledge about tourist attractions, so that people say `The taxis in this area are really nice.`”

　奥州商工会議所（千葉龍二郎会頭）は６日、水沢区東町の水沢サンパレスホテルで、奥州市当局へ要望書を提出し意見交換した。本年度は国際リニアコライダー（ＩＬＣ）誘致に向けた取り組み強化など地域・産業振興に絡んだ７項目を要望。建設関連業務に対する前払い金適用を求める項目を新たに盛り込んだ。
　ＩＬＣの誘致活動に関して奥州商議所は、市として一大プロジェクトとして位置付け、積極的に取り組むよう要望。関係省庁などへの働き掛けの強化や、立地候補地としての環境整備に向けたまちづくり計画の策定も促した。
　公共工事の前払い金制度をめぐっては、「中小建設業は経営基盤が脆弱で資金調達面での厳しさが一段と増している」と指摘。その上で、地域経済全体の活性化を促すためにも建設関連業務（調査・測量・設計）に前払い金制度を適用するよう求めた。
　奥州商議所側は千葉会頭ら１２人、市側は小沢市長や関係部長ら７人が出席。千葉会頭が「将来に向けて奥州市が今どうあるべきかが大切。市当局の適切な指導を頂き、商議所の活動を前進させたい」と話し、小沢市長に要望書を手渡した。小沢市長は「（国や県も関係し）全てをすぐに実行するのは難しい面もあるが、この要望を一つ一つ実現することは市の発展につながる」と述べた。
　要望ではこのほか、▽胆沢ダム周辺整備計画の速やかな実施と観光振興▽国道３９７号・岩手│秋田間の早期（４月中旬）開通▽東北横断自動車道・江刺田瀬インターチェンジから市中心部へのアクセス道路の整備促進▽国道４号・水沢東バイパスの早期完成▽各工業団地への企業誘致促進――なども求めた。

　奥州市主催のまちづくりワークショップは５日、水沢南地区センター講堂で開かれた。２０代からベテラン勢まで市民３０人が集まり「産業振興」「外国人との共生」などをキーワードに意見交換。老若男女のアイデアを市総合戦略、ＩＬＣまちづくりビジョンの策定に反映し、奥州の将来像を具象化させる。

　同ワークショップは、市民総参加型の計画策定の一環。▽外国人との共生▽市外から人を呼び込むには▽若者、女性が住み良いまちとは▽特性を生かした産業振興――のテーマを設け、グループごとに意見をまとめた。
　「世界に誇れる技術の掘り起こしを」「各分野の高齢化が進み、後継者の育成が急務」「子育て中の人が安心して働ける環境を整えて」「観光資源が生かされていない」――。ＩＬＣサポーターらも加わり、年齢や国籍を超え「まちづくり」への思いを語った。
　胆沢区小山の会社員水島竜也さん（３０）は「若者もまちづくりに対し、言いたいことはある。ワークショップに参加しない２０〜４０代の声を吸い上げる工夫が必要。今後も市民の意見交換の場を設けてほしい」と要望する。
　市はワークショップでの提言を踏まえつつ、関係団体と連携しながら１２月をめどに市総合戦略、ＩＬＣまちづくりビジョンの各計画を策定する。

“An ILC City: 30 City Residents Exchange Opinions (Mizusawa)”

A town planning workshop held by Oshu City was held in the auditorium of Mizusawa Minami Community Center on July 5th. Thirty residents from those in their 20s to the more experienced crowd gathered together to give their opinions about issues like promoting industry and living with international residents. The city will reflect the opinions of young and old, man and women into its comprehensive strategy, the ILC city planning vision, giving shape to a future vision of Oshu.

The workshop is a part in the process for “all citizen participation” type of plan formulation. The participants got into groups and summarized their opinions on four themes: ▽Living with international residents ▽How to get people from outside the city to come to Oshu ▽How to make Oshu easy to live in for women and younger people and ▽Promoting industry taking advantage of Oshu`s distinctiveness.

The participants moved beyond age and nationality to give their thoughts on city planning: “We need to unearth technologies that we can proudly show to the world,” “Aging of workers in various fields is getting worse, and we need to train their successors as soon as possible,” “We need to create an environment where people raising children can balance that with a job” “We aren`t making full use of our tourism resources.”

Tatsuya Mizushima, a company worker from Isawa ward (30) said that “Young people also have things to say about city planning. The city needs to devise a plan to get opinions from people in their 20s to their 40s who didn’t participate in the workshop. I hope that the city will arrange more chances for residents to give their opinions.”

Oshu aims to jointly formulate the ILC planning vision based on the recommendations from the workshop with the cooperation of related groups by December.

　素粒子研究施設・国際リニアコライダー（ＩＬＣ）誘致に関連し、奥州市国際交流協会（佐藤剛会長）が実施した市内高校生意識調査に関するリポートが、国際研究者組織「リニアコライダー・コラボレーション（ＬＣＣ）」のホームページ（ＨＰ）に掲載されている。
　リポートをまとめたのは、ＩＬＣ関係の広報業務を担っているバーバラ・ワームベインさん（ドイツ電子シンクロトロン研究所所属）。バーバラさんは今年４月、岐阜県で開かれた国内外研究機関の広報担当者らによる会議に出席するため来日した。一行は会議終了後、ＩＬＣ候補地の北上山地を視察し、本県在住外国人で組織するＩＬＣサポート委員会（ビル・ルイス委員長）メンバーと、水沢区の奥州宇宙遊学館で意見交換。その際、同協会の調査結果の説明を受けた。
　調査は今年３月に実施。市内の全日制高校７校に通う当時１、２年生（水沢高のみ２年生）だった１４０８人から回答を得たところ、ＩＬＣ計画を「知っている」と答えたのは３０％。「知らない」と答えたのは６８％だった。
　ＩＬＣに対する期待や不安も尋ねた。このうち不安に対する回答には▽放射能の影響や事故の発生▽テロの標的になる可能性▽環境破壊▽異文化流入で日本文化が消えてしまうのでは――などの声があった。バーバラさんによると、こうした不安の声は、既存の研究施設でもよく指摘される事柄だといい、「真剣に取り組み、解決しなければいけない課題」と受け止める。
　「地域の信頼とサポートを得ることは、大規模な科学施設実現の成功へと導く鍵となる。不安を取り除き信頼を構築するため、研究者は地域に出向くことになるだろう」とバーバラさん。リポートの最後には、ＬＣＣ最高責任者のリン・エバンス氏（ロンドン・インペリアルカレッジ教授）が「もし未来の研究施設と地域コミュニティーが共に活動できれば、ＩＬＣをよく知らない人たちにも納得してもらえると私は確信している」とのコメントを寄せている。

　岩手県立大学の鈴木厚人学長は２日、盛岡市内のホテルで講演し、素粒子実験施設・国際リニアコライダー（ＩＬＣ）の北上山地誘致実現に向けた組織体の連携を訴えた。国際研究者組織リニアコライダー・コラボレーション（ＬＣＣ）と高エネルギー加速器研究機構（ＫＥＫ）に、東北地方の推進組織を加えた３者が一体となった体制が必要とし、「半年以内には立ち上げるべきだ」と提言した。

　鈴木学長は３月までＫＥＫの機構長を務めるなど、ＩＬＣ計画に長年携わってきた。この日は、県ＩＬＣ推進協議会（谷村邦久会長）主催のシンポジウムで講演し、ＩＬＣ計画のこれまでの経過や今後取り組むべきことについて述べた。
　ＩＬＣ計画をめぐっては、文部科学省の有識者会議が６月２５日、国際的な費用分担の明確化などを提言。今夏に日米間の推進議連の設置も見込まれるなど、新たな動きが出ている。
　鈴木学長は具体的な準備を進める上で、特に建設地域に関連する環境整備に関しては、国内の研究機関や国際研究者チームに、地域の推進組織を加えた体制を構築する必要があると強調。「ＫＥＫ内部に設置したＩＬＣ準備室、国内外研究者の実動部隊的な組織であるＬＣＣ、そして東北の推進組織が一体となって作業を進める必要がある。ばらばらではよくない」と指摘。半年以内に体制を築き、年次計画を策定しながら受け入れ態勢を整えるべきだと強調した。
　候補地の地元が関係する点のうち、居住環境については「今の状態で十分対応は可能だと思う。現状のものを有効活用し、必要があれば少しずつ造るようなやり方が良い」と助言。外国人研究者とその家族とのコミュニケーションに欠かせない「言葉」の問題については、「研究所内では英語が主に使われるだろうが、居住地域や子どもたちの教育現場では日本語を主に使っていいと思う」と持論を展開した。
　このほか、企業と研究施設の連携によるイノベーション（技術革新）の創出が可能な環境構築についても言及。「ＫＥＫに多企業参画ラボを作り、企業が研究者とさまざまな研究活動に取り組めるようにした。ところが、県立大に赴任したら同じような施設（いわてものづくり・ソフトウエア融合テクノロジーセンター）が既にあった。ＩＬＣ周辺にも複数こうした施設を設置すれば、イノベーションは得られる」と述べた。
　ＫＥＫからＩＬＣ候補地域の大学に就任したことを機に、ＩＬＣ計画の周知や理解構築など市町村や一般市民により身近な事柄に関係した取り組みに力を注ぎたいと鈴木学長。「さまざまな疑問や不安などにもきちんと回答していきたい。ぜひ一緒に進めたいので協力を」と呼び掛けた。
　シンポジウムには奥州市議ら胆江地区の誘致関係者らも出席。▽国内誘致方針の早期決定▽資金分担や研究参加に関する国際調整を速やかに進めること――を国などに働き掛ける県民決議を確認した。

"Collaborative Body between LCC, KEK and Tohoku Needed Within 6 Months (President of Iwate Prefectural University Atsuto Suzuki)"

On July 2nd, the President of Iwate Prefectural University, Dr. Atsuto Suzuki gave a speech at a Morioka hotel, calling for cooperation between organizations working to make bringing the ILC to the Kitakami mountains a reality. Saying that a united effort between the international researcher organization LCC, KEK and ILC promotion organizations was necessary, Suzuki proposed that “[an organization] should be set up within six months.”

President Suzuki has been involved with the ILC project for a long time: for example, he was the General Director of KEK until March of this year. He gave this lecture on the 2nd as part of a symposium hosted by the Iwate ILC Promotion Council (Chairman Kunihito Tanimura), explaining the background of the ILC project until the present and what should be done in the future.

MEXT`s ILC panel of experts gave recommendations on June 25th that included clarification of international shouldering of costs. There has been new [ILC-related] movements recently, such as the expected forming of a Japan-US political association this summer.

President Suzuki stressed that in order to go forward with preparation efforts, especially efforts for developing the environment around the construction site, it`s necessary to organize so that local organizations can work together with domestic research bodies and the international team of researchers. “The ILC Planning Office at KEK, the organization of domestic and international researchers that is LCC, and the ILC promotion organizations in Tohoku need to unite and work as one. It`s not good to work separately.” He stressed that an organization should be established within half a year, drawing up a yearly plan while preparing for hosting the ILC.

Concerning how the local candidate site would relate to the ILC, Suzuki advised that for housing, “I think it`s the current [housing] is enough to meet needs. We should make full use of what is already there, and build little by little when it`s necessary.” About the problem of language, which is necessary for communication with foreign researchers and their families, Suzuki presented the view that “People would mainly use English within the research center, but I think it`s fine to use mostly Japanese in residential areas and in schools.”

He also made reference on how to build an environment so that innovation can be born from cooperation between businesses and research facilities “AT KEK, we built a Multi-Industry Collaboration Laboratory so that businesses can do various kinds of research with researchers. But when I came to Iwate Prefecture University, they already had the same kind of facility, the “Iwate Monodukuri and Software Integration Technology Center.” If multiple facilities like this are set up around the ILC, we can get innovation.”

President Suzuki: a man who want to use his appointment to a university in the ILC candidate site area as an opportunity to put energy into efforts pertinent to local municipalities and citizen, like building awareness and understanding of the ILC project. “I want to give a proper answer to all sorts of doubts and fears. Let`s work together.”

Members of the Oshu city council and related parties from the Tanko area also attended the symposium. The participants approved a prefectural citizens` resolution appealing to the central government and others: ▽For an prompt decision to host the ILC ▽To make speedy progress with international coordination of shouldering costs and research participation.

　文部科学省の「ＩＬＣに関する有識者会議」（座長・平野真一名古屋大学名誉教授）が６月２５日に示したＩＬＣ（国際リニアコライダー）誘致に関する提言について、誘致関係者はさまざまな思いを持って受け止めている。「具体的な目標が初めて示された」など、前向きに捉える見方がある一方、提言に沿って検討作業が進めば、研究者らが想定していたシナリオより１、２年伸びるとみられ、実現の可能性に疑問が生じたり、他の実験施設の建設計画に拍車が掛かったりするとの懸念も聞こえる。超党派国会議員で構成するＩＬＣ議連は欧米政界との連携を図ろうとしていることから、「丁寧に議論を積み重ねている日本の動きを発信してもらえれば」との期待感もある。

　有識者会議は（１）国際的な経費分担と、巨額投資に見合う科学的成果への見通しを得ること（２）ＬＨＣの実験結果に基づきＩＬＣの性能や得られる成果を見極めることと、技術課題の解決やコスト面のリスク低減を明確にすること（３）国民や他の学術界の理解と合意形成を図ること――の３点を提言した。
　国際的な経費分担については、これまでも重要視されていた事柄の一つ。ＩＬＣ計画に長年携わってきた県立大学の鈴木厚人学長は「（事務レベルで）各国間との交渉に動けることを意味する」と、提言を高く評価した。
　提言の二つ目では、スイスの欧州合同原子核研究機構（ＣＥＲＮ）が運営する実験施設、ＬＨＣ（大型ハドロン衝突型加速器＝Large Hadron Collider）で2017年末まで行われる実験の結果を分析・評価した上で、ＩＬＣの性能等を見極めるべきだとしている。
　ただ、ＬＨＣの実験期間が終了してからＩＬＣの性能等を見極めた場合、ＩＬＣ計画を推進する研究者らが描いていたスケジュールは１、２年伸びることになる。当初は2016年春にも政府のゴーサインが出され、2018年に建設に入るとのシナリオを描いていた。
　東北大学大学院の山本均教授は「今回の提言を受け政府がしっかり動き、その状況を示せるようであれば国際的にも勢いづくが、2017年末まで何も動きがないとなれば問題だ。『ゴーサインがなかなか出ない』という空気が各国に伝わってしまえば、ＩＬＣの実現の可能性を疑われかねない」と懸念。「ＬＨＣはすでに新しい実験のデータを取っており、１年もすればだいたいの様子は分かる。そのあたりに英断を下すことは可能」と主張する。
　さらに山本教授は「中国は独自に大型円形加速器の建設を計画している。ＣＥＲＮが将来予定している実験を先にやろうとするものだ」と説明。「ＩＬＣが実現すれば、中国の計画の勢いは衰えるかもしれないが、逆にＩＬＣが白紙になれば拍車がかかる。そうなると中国は、アジアの――というより、世界の素粒子物理学の拠点として数十年間はあり続けるだろう」と予測する。
　岩手県科学ＩＬＣ推進室の佐々木淳室長は「日本と欧米諸国では、プロジェクトの推進方法や決定に至るまでの考え方に違いがある。今回の提言に沿って話が進めば、確かに時間はかかるだろうが、『日本が着実にステップを踏んでいる』という点を示せれば、海外も理解してくれるだろう」と語る。
　日本の動きを海外に伝える上で「ＩＬＣ議連の役割は大きい」と佐々木室長。すでに、日米議連の結成に向けた動きがあるほか、欧米にも同様の働き掛けをするとみられる。
　佐々木室長は「政府の最終判断までの間、地元としても受け入れに向けたまちづくりの提案をどんどん進めなければいけない。国や世界の流れを黙って見ているのではなく、主体的に動かなければいけない」と力を込めている。

“Various Thoughts on MEXT ILC Panel of Experts Suggestions”

Related parties are regarding the suggestions given by the ILC panel of experts to MEXT on June 25th in various ways. While there is the forward-thinking interpretation that “a concrete target has been indicated for the first time,” others worry that if examination work proceeds according to the recommendations, the process would take one to two years longer than the researchers` imagined scenario, casting doubt on the possibility of the ILC becoming a reality or spurring on plans for constructing other experimental facilities. There is also the hope that “Japan taking action by thoroughly having sufficient discussion” will be relayed, since the nonpartisan federation of diet members for the ILC is working to coordinate politically with the US and Europe.

The panel of experts gave three recommendations: 1) To get the prospects for cost sharing among countries and for getting scientific results worth the massive investment 2) That the performance and obtainable results from the ILC be assessed by sufficiently analyzing and evaluating experimental trends of the LHC, and that solutions for technical issues and for reducing cost risks be made clear, and 3) To work for the understanding and consensus of the Japanese people and of other scientific fields.

The international shouldering of costs has been one of the factors seen as important until now. The president of Iwate Prefectural University, Atsuto Suzuki, who has been involved with the ILC project for a long time, had a high opinion of the recommendation, saying that “it means to move to negotiations between countries on a working level.”

The second recommendation is that the performance of the ILC and other factors be assessed by analyzing and assessing the experiment results of CERN`s LHC (Large Hadron Collider), which will run [this time] until the end of 2017.

However, if the ILC were to be assessed after the LHC run ends, the schedule made by the researchers furthering the ILC plan would be extended by one to two years. Originally the scenario was that the Japanese government would give out a OK in spring of 2016, and construction would begin in 2018.

Professor Hitoshi Yamamoto of Tohoku University said, “If the government hears these recommendations, makes moves and can show that [it is moving], that will build international momentum, but if there is no movement until the end of 2017 that would be a problem.” He expressed concern that “If the sense that “there is still no OK” is conveyed to the other countries, there could be doubt cast on the possibility of the ILC being realized.” Yamamoto asserted that “the LHC is already getting new data, and in about a year one could tell the general situation. It`s be possible to make a decision around then.”

Professor Yamamoto explained that “China is planning to independently construct a large circular collider. It`s trying to perform experiments that CERN is planning to do ahead of time.” “If the ILC becomes a reality, the momentum of the Chinese plan may wane, but if the ILC doesn`t become a reality it would spur China on. If that happens, China would be the hub of Asia, or more like world particle physics for decades to come,” he predicted.

Director of the Iwate Science and ILC Promotion Division, Jun Sasaki, said that “There are differences between the ways of thinking for when Japan and European and American countries proceed with a project and come to make a decision. If things go according to the recommendations, it is true that it will take time but if we show that `Japan is steadily making progress` other countries should understand.”

Director Sasaki said that “the federation of diet members for the ILC has a big role” in showing Japan`s actions to the world. There has already been progress toward forming a Japan-US joint caucus, and the same thing is expected to happen in Europe.

Director Sasaki said that “While the government is working toward a final decision, local areas need to move forward with proposals for community development to receive the ILC. We have to not just sit and watch what Japan or the world does, but take action ourselves.”

　文部科学省の国際リニアコライダー（ＩＬＣ）に関する有識者会議（座長・平野真一名古屋大学名誉教授）は２５日、東京・霞が関の同省５階会議室で第４回会合を開き、ＩＬＣを誘致する上での課題や取り組むべき事柄をまとめ、提言の形で初めて同省に示した。提言の中で有識者会議は、巨額の投資が必要なプロジェクトであることに触れ「実施の前提として欧米などの具体的な参画や経費分担について明確な見通しを（政府として）得ることが必要」とした。また、国民や科学コミュニティー（学術界）の理解や合意形成を得ることも求めた。

　江刺区を含む北上山地が有力候補地となっているＩＬＣ計画をめぐり文科省は昨年５月、理系大学教授ら13人による有識者会議を設置。ことし４月に開いた第３回会合では、ＩＬＣの科学的意義や投資効果などを協議する「素粒子原子核物理作業部会」と、国内外物理学者がまとめたＩＬＣの技術設計報告書（ＴＤＲ）の検証部会から中間報告を受けている。
　県科学ＩＬＣ推進室の佐々木淳室長によると、第４回会合では中間報告や同会議のこれまでの議論を取りまとめ、初めて同省に対する提言が示されたという。
　ＴＤＲ検証ではＩＬＣの総コストは約１兆９１２億円、年間運転経費は４９１億円と算定された。こうした巨額投資を踏まえ、ＩＬＣ計画実施の前提として、政府が国際的な経費分担などに関する明確な見通しを得る必要があると強調。併せて「巨額投資に見合う科学的成果が得られるべきだ」として、新たな素粒子発見の可能性についても明らかにするよう指摘した。
　また、欧州合同原子核研究機構（ＣＥＲＮ）の大型ハドロン衝突型加速器（ＬＨＣ）の実験動向を十分に分析・評価し、ＩＬＣの性能や得られる成果を見極めるよう注文。技術面での課題解決、工期延長や市場変動などが引き起こす「コスト面におけるリスク」を提言する取り組みも明らかにするよう求めた。
　さらにＩＬＣ計画の全体像を諸課題への取り組み状況を含め明確にし、国民や科学コミュニティーの理解と合意形成を得ることも重要とした。
　この日は「人材の確保・育成方策検証作業部会」を新設することも確認。８月ごろに検討事項の確認を行う予定という。同会議の次回開催日は未定。

“Making Sharing of Costs Clear (ILC Panel of Experts, First Recommendations to MEXT)”

The Ministry of Education, Culture, Sports, Science and Technology (MEXT) panel of experts considering the ILC had their fourth meeting at a fifth floor conference room at the MEXT building in Kasumigaseki, Tokyo on June 25th. The panel summarized the issues and actions necessary for inviting the ILC to Japan, for the first time in the form of recommendations to MEXT. In their recommendations, the panel of experts alluded to the fact that the project needed a very large investment and said that “it`s necessary [as a government] to receive clear prospects for the concrete participation and shouldering of costs by Europe, the US and others.” They also called for gaining the understanding and consensus of the Japanese people and scientific community.


In May of last year, MEXT formed a panel composed of thirteen experts including science professors to discuss the ILC project. In their third meeting held in April, the panel received interim reports from the “particle physics working group” discussing the ILC`s scientific significance and investment return and the “technical design report working group” considering the TDR.

According to the director of the Iwate Science and ILC Promotion Division, Jun Sasaki, in the fourth meeting the panel of experts complied the discussions from the interim report and from the panel itself and for the first time presented recommendations to MEXT.

The technical design report working group estimated the total cost of the ILC to be 1.912 trillion yen and the yearly cost of running to be 4.91 billion yen. Considering this very large investment, the panel stressed that as a prerequisite for going through with the ILC project, the Japanese government needs to receive clear prospects for the international shouldering of costs. In addition, because the ILC should attain “scientific results worth the massive investment,” the panel pointed out that the possibility of discovering new elementary particle should also be made clear.

The panel also requested that the performance and obtainable results from the ILC be assessed by sufficiently analyzing and evaluating experimental trends of the LHC at CERN. The panel asked for efforts to reduce “cost risks” caused by prolonged construction and market changes.

The panel further said that it was important to make clear the complete picture of the ILC including the status of efforts towards various issues, and to gain the understanding and consensus of the Japanese people and the scientific community.

One the same day, the formation of a new working group considering securing and training human resources was confirmed. The working group will meet around August to decide items to be considered. The next meeting for the ILC panel of experts is undecided.

　国際リニアコライダー（ＩＬＣ）を見据えたまちづくりを考えるシンポジウム「ＩＬＣ実現と地域社会の展望」は、７月２５日午後１時半から水沢区佐倉河の奥州市文化会館（Ｚホール）で開かれる。ＩＬＣ関連のシンポジウムとしては初めて、沿岸被災地を含む気仙３市町と胆江２市町の首長が顔を合わせ、国際研究施設ＩＬＣと地域づくりについて意見を交わす予定だ。

　同シンポジウムは、水沢区を拠点に活動している産学官連携のＩＬＣ誘致団体「いわてＩＬＣ加速器科学推進会議」（亀卦川富夫代表幹事）が主催。県ＩＬＣ推進協議会と東北ＩＬＣ推進協議会、国際経済政策調査会が共催し、胆江日日新聞社などが後援する。
　前半は高エネルギー加速器研究機構（ＫＥＫ）の前機構長で、この４月から県立大学長を務める鈴木厚人氏が基調講演。ＩＬＣの意義などについて語る。
　後半は「わがまちの未来絵図とＩＬＣ」と題し、小沢昌記奥州市長、高橋由一金ケ崎町長、戸田公明大船渡市長、戸羽太陸前高田市長、多田欣一住田町長、鈴木学長が意見を交わす。司会進行は、ＫＥＫ名誉教授で岩手大・東北大の客員教授を兼務する吉岡正和氏が務める。
　県などが「ＩＬＣは復興の象徴」と位置付けている中、津波被害からの復興に最優先で取り組んでいる大船渡、陸前高田両市はどう受け止めているか、住田町と金ケ崎町はどのように関わっていくか――。建設候補地の周辺首長のＩＬＣ計画に対する考えや、描く将来展望に注目が集まりそうだ。
　ＩＬＣ計画をめぐっては、文部科学省が有識者会議を開催しており、来年にも日本誘致の政府判断が下されるとの見方がある。国や研究者界の動きに並行し、候補地の地元でも受け入れに向けた準備が必要になることから、奥州市は年内を目標にＩＬＣを意識したまちづくりビジョンの策定に取り組んでいる。

“Future City Vision Painted by the ILC (First Discussion Event Between Five Mayors of Tanko, Kesen Area)”

A symposium considering city planning with the ILC in mind, “Realization of the ILC and Prospects for Local Community” will be held on July 25th from 1:30 PM at Z Hall in Oshu City. This is the first time at an ILC-related symposium that the mayors from the Kesen area (which includes places affected by the tsunami) and Tanko area will get together and exchange opinions about the international research facility ILC and community development.

The symposium is being hosted by the Iwate ILC Accelerator Science Promotion Council, a cooperative industry-academic-government group for inviting the ILC based in Mizusawa. The event is being cohosted by the Iwate Prefecture ILC Promotion Council, the Tohoku Conference for the Promotion of the ILC、and the International Economic Policy Research Institute, while Tanko Nichinichi newspaper and others are supporters of the event.

In the first half of the event, former Director-General KEK and president of Iwate Prefectural University since this April Atsuto Suzuki will give the keynote speech, speaking about the importance of the ILC. The second half is titled “The Future Vision of Our City and the ILC.” Dr. Suzuki and the following mayors will exchange opinions: mayor of Oshu City Masaki Ozawa, mayor of Kanegasaki Town Yoshiichi Takahashi, mayor of Ofunato City Kimiaki Toda, mayor of Rikuzentakata City Futoshi Toba, mayor of Sumita Town Kinichi Tada. Emeritus professor at KEK and guest professor at Iwate University and Tohoku University Masakazu Yoshioka will serve as master of ceremony.

As Iwate prefecture positions the ILC as a symbol of recovery, how do Ofunato and Rikuzentakata cities, which are working to recover from the tsunami as their top priority, view the ILC? How will Sumita Town and Kanegasaki Town relate to the ILC? The thoughts of mayors of the communities surrounding the candidate site about the ILC and the image for the future they portray should capture our attention.

MEXT (Ministry of Education, Culture, Sports, Science and Technology) has set up a panel of experts to consider the ILC project, and there is the view that the Japanese government will decide on whether to invite the ILC next year. Because it`s necessary for local areas in the candidate site to prepare for the ILC in parallel with national activity and activity among researchers, Oshu city is working to formulate an ILC city planning vision within the year.
